Description
Provide leadership for the Northrop Grumman Information System’s Export Import Operations staff to ensure compliance with regulatory and company requirements.
•Managing and mentoring assigned employees to foster their growth. Participate in the development, automation, and continuous improvement of business processes for export import operations, including collaboration with the Principal Import Official (PIO) on infrastructure initiatives impacting export and import operations, including forwarder and broker selection, automation projects, processes, etc.

Review, provide guidance, including regarding INCOTERMS appropriate to specific transactions, and approval/disapproval/conditions for programs, contracts, proposals, pursuits, etc. with international activity as well as international supply chain activity. Review and authorize export and import transactions, including: Coordinate the routing and clearance of export and import shipments while ensuring compliance with all regulatory and company requirements. Interface with U.S. Customs, brokers, carriers and forwarders to process imports and exports. Coordinate timely responses to Customs notices and inquiries. Provide broker with entry instructions and monitor broker performance. Provide forwarder/carrier with export instructions and monitor performance. Research and assigns Schedule B and Harmonized Tariff Schedule (HTS) classifications. Provide training to requesters on export and import operational requirements and the use of automated tools (import and hardware shipments modules) for submitting requests. Participate in PIO or Corporate-led assessments or audits (as the subject of assessment/audit or as a development activity) and support the PEO, PIO and/or Compliance Manager in investigations of potential non-compliance issues as necessary. Interface with Export Import Management regarding import and export licensing requirements . Perform post entry assessment and files post entry corrections as required. Maintain applicable trade compliance records in accordance with regulatory requirements. Assist in assuring the timely processing of broker/forwarder/carrier invoices related to imports and exports. Travel up to 15%. 
 

Basic Qualifications
Bachelor’s degree with 7+ years directly related work experience; Masters with 5+ years directly related work experience; 11+ years of applicable directly related experience in lieu of education.

5+ years’ experience with licensed Customs Broker with in depth knowledge of: the import process and CBP compliance requirements: the HTSUS/GRI’s and the ability to classify within the HTS: Customs valuation and C-TPAT.

Eligible for a DOD security clearance.

Preferred Qualifications
Working knowledge of the FCC, FDA, CBP, and ATFE requirements as well as a familiarity with the ITAR and EAR.

Ability to multi-task in a fast paced, time sensitive environment.

Excellent verbal, written and presentation skills, be proficient in the use of Microsoft Office products, and possess the ability to work successfully in cross functional teams.

Demonstrated strengths will include a highly collaborative work style, the ability to anticipate problems, success in resolving difficult situations and effectively communicate with all levels of stakeholders.

Familiarity with Northrop Grumman and Information Systems processes, tools and business.

Ability to work independently and proactively, with minimal guidance and supervision.

Ability to exercise leadership, self-initiative, and sound judgment.

Excellent communication and interpersonal skills, including experience in conducting training in person or via virtual methods (e.g., Microsoft Lync).

Experience with OCR's EASE software, SAP and Ryder AuditLink system.

Export and import experience in the defense industry.
